Wondrous items with charges can never be intelligent. Like many GMs, I struggle with self-confidence. They’re all waiting for me to pull the levers and turn the wheels that roll back the curtain to Fantasy Land. Intelligent items have extra abilities and sometimes extraordinary powers and special purposes. When the pre-game banter dies down, the cold sweat starts. An 01 result indicates the wondrous item is intelligent, 02-31 indicates that something (a design, inscription, or the like) provides a clue to its function, and 32-100 indicates no special qualities. When so empowered, the true nature of the helm is visible to all. When worn, it functions only upon utterance of a special command word. As long as the helm has at least one fire opal, you can use an action and speak a command word to cause one weapon you are holding to burst into flames. Usually use-activated or command word, but details vary from item to item. When discovered, a helm of brilliance appears to be nothing more than an ordinary piece of armor for head protection - a helmet, basinet, sallet, of iron or steel. The Helm of Brilliance is described in the Dungeon Master's Guide on page 173, and lists the following as a benefit. But, as always, the DM has final say, take it up with him/her. Anyone can use a wondrous item (unless specified otherwise in the description). By RAW, the Helm of Brilliance does not distinguish from melee or ranged attacks, any hit will add fire damage. This is a catch-all category for anything that doesn’t fall into the other groups. The imp made a great show of explaining how difficult that would be, but he demanded a final price, greater than any he had asked before. Methinks the Handbook overstates its case.
